Stephen Ladyman PhD (Chair)

Stephen Ladyman moved from a scientific background to become MP for South Thanet in 1997.

In 2003 he was appointed as Minister for Community in the Department of Health. His responsibilities included adult social care, the health of older people and Extra Care Housing. In 2005 he became Minister of State for Transport.

He left Parliament in 2010 and took a two year appointment as the Chief Executive of Retirement Security Ltd, a company that manages the largest estate of private extra-care retirement property in the UK. In 2012 he left Retirement Security to set up his own company, Oak Retirement, in the same sector. In addition, he is Chairman of the Somerset Partnership NHS Foundation Trust.

Richard Morton

Richard Morton MA RIBA (Vice Chair)

Director, RM Architects

Richard is an architect and set up his own practice, RM Architects, four years ago. Throughout his career he has specialised in older people’s housing, winning many design awards for work with Beechcroft, English Courtyard, Hanover and Anchor among others. Richard also worked on a new European Standard for Sheltered housing.

RMA work in other sectors as well with extensive experience on historic buildings, work in the City of London and general residential design.

Chris Thompson (Treasurer)

Managing Director, Beechcroft Developments Ltd

Chris Thompson is Managing Director of Beechcroft Developments Ltd, a private sector developer specialising in retirement housing. He first joined Beechcroft after leaving college in the 1980s and rejoined in the Company in 1999. Chris has played an important role in the Company’s development over the past 2 decades and specialises in the selection of sites and the design of both new schemes and conversions in some of the best locations in Southern England.

David Tobutt

Head of Development, Anchor

David is by profession a Chartered Civil Engineer and joined Anchor after 15 years in the Housebuilding and retirement industries holding senior positions with Pegasus Retirement Homes, Berkeley, Barratt and Wilcon Homes. He is now helping to deliver Anchor’s extensive development programme in providing care homes, assisted living developments and continuing care retirement villages throughout England.

Kathleen Dunmore, Three Dragons

Housing Policy Consultant to RHG

Kathleen Dunmore is an economist with over 30 years experience in housing policy research. Formerly employed by Milton Keynes Development Corporation for whom she helped to develop a range of older persons housing options and as Social Housing Consultant to the House Builders Federation she has been a Director of Three Dragons since 1996. She has a long standing interest in older persons housing and particular expertise in modelling housing demand and supply.

Cath Stubbings, Celandine Strategic Housing

Housing Policy Consultant to RHG

Cath is a Fellow of the Chartered Institute of Housing, providing advice and research services on strategic and housing policy issues. Specialisms include advice on meeting the housing needs of older people, notably the interplay between housing, planning, social care and health. She has been director of Celandine Strategic Housing since 2009 following a career as a local authority strategic and operational manager.  Cath has managed and reviewed retirement housing services and is an assessor for Service Excellence Standards, the national accreditation scheme for Supported Housing.

Housing Policy Consultant to RHG

Laura Easton has 30 years experience of working in the housing sector. She is a senior consultant at Three Dragons where her specialisms include research into demand and best practice for older persons' accommodation, as well as the development economics of retirement housing. She has previously worked in policy & strategy for local authorities and a large national charity.

John Montgomery

John Montgomery FRICS MRTPI, Tanner and Tilley

Planning Consultant to RHG

John Montgomery is the sole principal of Tanner & Tilley Development Consultants. He has more than 40 years’ experience in planning and development, 16 of which were in local government where he attained the position of Assistant Director of Planning with direct responsibility for Development Control. John’s considerable experience includes the negotiation a wide range of major development projects but he specialises in all forms of accommodation for older people  such as extra care developments, sheltered housing, retirement villages, and care complexes.
